a/ Arizona is in the process of implementing a statewide assessement program.  Data will be reported for the 2000-01 cohort.
b/ Institutions in Nebraska, Oklahoma, and Wisconsin require applicants to pass a basic skills test as a condition of admission to a teacher preparation program.
These states are not required to submit their basic skills pass rates because they do not require the assessments for certification.
Oklahoma has additional tests that are required for certification.
