Institutions
propose programs, not the State. The Illinois General Assembly establishes
statutes that detail program development and operating requirements. Colleges
and universities design programs consistent with these requirements and
submit them to the State for approval. The two statutes that presently govern
an alternative certificate for teachers in Illinois can be found at http://www.isbe.state.il.us/profdevelopment/alternative.htm

of alternative routes to licensure is an important part of the licensure
redesign now being implemented in Kansas. A restricted teaching license

7/02. Institutions of higher education will be allowed to deliver their
approved programs through alternative methods as long as the restricted
license requirements are met. More information may be found online at http://www.ksbe.state.ks.us/cert/finredesign.htm

The document is designed to approve alternative preparation programs that
are embedded in the Rhode Island Beginning Teacher Standards, and that assess
candidate performance to those standards as well as subject area content
standards. In addition, the alternative program is designed to attract experienced
professionals who have content expertise in designated shortage areas. Please
